Add a weblate check for 4 bytes characters in XWiki Pages translations components

As noticed in XINFRA-378 4 bytes characters might be problematic for XWiki Pages translations, so it would be better to avoid them if / when possible. But to avoid them contributors should be aware of that, that's why a checkers informing them they used such characters could be useful.
