Provide an API to get the current versions metadata

It's not very easy to get a reusable version of what can be found on https://www.xwiki.org/xwiki/bin/view/Download/.

The idea is to move the definition of the version in a separated page which could then be included (to get the Java list as script binding) or exposed as JSON.
