Behavior costumization for the first document header

This is an issue that might displease people using word to edit their text.

Steps to follow to reproduce:

• Create a page and save it
• Write some text on two rows
• Select all the text and make it Heading 1
• Click "Publish document"
• Open the page in the browser

Result: One of the headings is the title and the other one the heading. This isn't what the user editing the page in word expects to see.
