Don't display empty header levels in TOC macro

• XE 1.9 SNAPSHOT 17444
• Go to Main.Text
• Create the page and switch it to syntax XWiki 2.0
• Edit it in wiki mode and input the following syntax:

{{toc/}}

== Title 2 ==

=== Title 3 ===

==== Title 4 ====

== Title 2 ==

==== Title 4 ====

• The resulting TOC display has 2 unneeded bullet points -> either they should display the relevant title next to it (for the first) or not be displayed at all (for the 6th)

If a title level is missing, an empty bullet point should not be displayed. If the level 1 title is taken into account by the TOC macro, it should be displayed next to the bullet point. No empty bullets
