Bullets sometimes demoted to plain text in WYSIWYG editor

Enter the following bullets in WYSIWYG mode:

• Line1
• Line 2
  • Line 2.1
• Line 3

Click save & continue

Attempt to enter a line of plain text righ after line 2 or line 2.1 and hit save & continue. (It may take several attempts)

The result is something like the following where Line 2.1 has been appended to the new plain text line and you see the two stars as plain text in WYSIWYG mode:
