REST module should not depend on Lucene plugin

Core REST module should not depend on any plugin in general. It does not make much sense. And in that case it's even worst since that's a plugin we are trying to get rid of.

Accesing some plugin/extension feature through REST should always be done using the plugin/extension own REST API.
