xwiki.getSpacePreference() and xwiki.getSkinPreference() do not fallback when the value is "---"

    Description

      The value "--- " is used in some static lists (see XWIKI-10853). Until we fix XWIKI-10853 properly, I propose to fallback on xwiki.getXWikiPreferences() when the value is "--- ".
