You are not able to see "Both" types of users (local and global) on a subwiki's "User Directory"

Steps to reproduce:

1. Create a wiki
2. User scope - Global and local users
3. Add some users on that wiki (global and local users)
4. Go to "User Directory"
5. You are able to sort users just by their scope, not to see both users in the same livetable (e.g.: Log-in with Admi, go to Administration, select Groups, click on Manage - you are able to select Local, Global and Both).
