The Candidates section from a subwiki's Administration isn't properly displayed

Steps to reproduce:

1. Create a new subwiki
2. Go to its Administration: Users page
3. Check the section below "Current Members"

There's a "Failed to execute the html macro" error. Also when you click on to expand it the stacktrace isn't nicely displayed.
