Description
Currently we have 2 ways of managing a subwiki's configuration: its descriptor page (located in the main wiki) and its Administration pages (located in the subwiki).
I believe this is not very practical for the end user and it also creates some issues.
For example a global user which is set to be a subwiki's owner will have edit rights to the subwiki's Administration (Users, settings etc.), but not to its descriptor (Pretty name, description etc.).
The same thing happens for a local subwiki Admin.
The only users allowed to edit subwiki descriptors are global admins.
