Stopped cluster members extensions index is out of sync when coming back

    Description

      To reproduce:

      • stop a cluster member
      • install an extension on one of the remaining members
      • get back the stopped member

      -> it does not have the new extension

      Extension module does not ask for other members extensions when start so it does not really know there has been a change when it was not here.
