Annotations should respect the #docextra settings

It seems that setting:

#set($docextras=[])

is the usual way to remove the comments, attachments, ... etc extras from the menu on the page for custom sheets etc pp.
However this does not remove the Annotations from the "More Actions ..." Menu-dropdown.
I guess it should be removed, too. If comments etc should not be shown, then why allow annotations, which are some kind of special comments?

However I see XWIKI-10766 recommends moving the Annotations menu entry out of the "doc extras" ... then maybe keeping the entry is the intended behaviour? In that case this issue is clearly a won't fix.
