Cannot disable section editing

Steps to reproduce:

• edit xwiki.cfg and update the "xwiki.section.edit" configuration:

  #-# This parameter will activate the sectional editing.
  xwiki.section.edit=0
  

Result: if you open a page such as http://localhost:8080/xwiki/bin/view/Sandbox/TestPage1 the section edit buttons are still visible
