Wiki section should not be on the bottom of the administration

    Description

      Because it is using a Configurable Class, the Wiki section (about the wiki creation right and so on) is displayed on the bottom of the page in the administration.

      I believe it is sufficiently important to be displayed on the top, thanks to XWIKI-11562 and XWIKI-6689.
