Users can't be invited to a subwiki that was created by a non Admin user

    Description

      Steps to reproduce:
      1. Create a subwiki with a normal user
      2. Invite other users to the new wiki created
      3. Login with the user who has been invited and respond to the invitation

      You will see the confirmation message "User invited successfully" even though you can't see the user in Candidates.
      Another thing is that the user who has been invited doesn't see the invitation in Wiki Index.
