Add "send test message" functionality to admin Mail UI

It would be nice to have possibility to test configuration by sending test email directly from Admin UI (instead of creating new page with Velocity code).

Goal is to have one page which defines the message (a.k.a. Template), so it's can be modified, translated and not hard-coded and the mail sending can be triggered by separate button in the Mail.SendMailConfigSheet
