A wiki with only local users still provides UI to select global users in the groups

    Description

      Steps to reproduce:
      1. Create a new subwiki only with local users
      2. Create a new group
      3. Change the picker to global scope
      4. Add a global user

      If you give rights for that group on a space, the global user is able to access it, edit it even though the wiki is only for local users.
