User option to specify which WatchList template to use, as configured by the admin

The user should be able to select which template to use for the watchlist email.

The admin should be able to see a list of existing watchlist templates and select a sublist which should be made available to users for choosing.

An admin should also be able to select a default template to use, when the user did not select any.
