Document the comment on page save feature

Since 1.1 B1 there's a possibility to enter a comment when saving a page. We need to document that in 2 places:

• in the "Page Editing" page on xwiki.org. Note: we need to mention it's 1.1 B1 + only
• in the Admin guide for the configuration options for this feature
