Error in console when the Rights Manager plugin is inactive

    Description

      When going to http://localhost:8080/xwiki/bin/admin/XWiki/XWikiPreferences?editor=globaladmin&section=Users if the RightsManagerPlugin is not active, then the following error appears in the console:

      In addition the returned JSON is invalid.
