REST script service should provide URL path instead of external URL by default

That's what we want 99% of the time and even if you can create your own relative URL from java URL object easily:

1. nobody will think of doing it before having an issue
2. it's a pain having to check the current wiki again reference again and again when that's what you want all the time except in vary edge cases
