Create a first version of an annotations service

This first version of the annotation service should address the following issues:

• add an annotation service to operate with annotations on a piece of content: add, delete, update
• add a renderer to be able to render the annotations on a piece of content
• the ones above should be exposed through an API that would allow any other component to use the annotations system
• add a REST service to provide these services to remote clients
