The Distribution Wizard should apply the changes at the end after collecting all the decisions

In its current version the Distribution Wizard applies the changes right away, before you have made all the decisions. This can be problematic because at the start of the upgrade you cannot evaluate or anticipate the amount of merge conflicts you'll have, and after resolving a few you may realize you did something wrong. By that time a lot of pages have been already modified. You may also want to change a previous merge decision based on new "evidence". The report step should be the last confirmation before applying the decisions collected during the upgrade.
