Description
All preferences have a save button at the end, except the Administration:Rights pages. This breaks the UI contract with the user. A user accustomed to use the other administration pages, expects adjustments to only take effect after he clicks save, but in this page, changes are effective the instant he clicks the radio buttons. This also limits exploration from the user because it is an unforgiving UI (if you click it, consequences are immediate and there is no easy way to go back to a safe state by clicking "Cancel" or abandoning the page)
(And beyond usability, having the click on a check-box perform an action can result in a delay if the service is under heavy load that can give the impression that nothing happened when the permission might have actually changed)
