ContextAndActionURLNormalizer incorrectly adds a dependency between url-container and url-scheme-standard

ContextAndActionURLNormalizer, as introduced in 7.4M1, uses StandardURLConfiguration to configure the generated URL. This is wrong, as the container is generic and should be used with any of the URL schemes.
