The page displayed by UnknownAction should be configurable

By default, UnknownAction displays an "exception" page. However, in production environments it is not nice to display exceptions, but a "docdoesnotexist" would be better. Thus, instead of recompiling the code, or changing the contents of exception.vm, it would be better to have a parameter in xwiki.cfg that specifies which template should be displayed.
