Cannot edit page if no view permission on xwiki:CKEditor.VelocityMacros

Use case:

• You have a closed wiki (guest user is not allowed to view/edit
• You modify the permissions for a given page only to allow Guest to view and edit that page
• You log out and try to edit that page

You'll get the attached result.
