Improve validation message when trying to create a top level terminal page

    Description

      I tried to create a top level terminal page and was stumped by the validation message I got. Took me a few minutes to realize that we can't create a top level terminal page because we need at least one space...

      I think we should improve the validation message in this case. See screenshot.
