Generate complete xed files for each artifact in the WAR (and the WAR itself)

    Description

      This would help a lot core scanner (especially help it not make mistake) and also allow things like automatically add some features for JARs like jcl-over-slf4j and log4j-over-slf4j.

      It would also remove the need to repackage jython which we currently repackage mostly because it wrongly contains too many Maven pom.xml.
