Find a way to provide a list of reusable dependencies to other XWiki Distributions

Right now dependencies are directly defined in the WAR and WAR plugin is too dumb to see collision between the jars of a WAR dependency and its JAR dependencies. That's a pain because it means XE has to duplicate a lot of stuff and it's hard to maintain.
