Login page is displayed when no cookie exists even for pages that do not require authentication

To reproduce:

• Clear your cookies for localhost
• Run xwiki
• Call http://localhost:8080/xwiki/bin/view/Main/WebHome

You'll get the login page. Call again the URL and it'll work fine...
