HTML export fails when there are characters in page name that require URL-encoding

To reproduce:

• Create a page "myspace"
• create 2 subpages named "page1.dot" and "page2.dot"
• in "page1.dot" create a link to "page2.dot":

  [[myspace.page2\.dot.WebHome]]
  

Verify that the generated HTML index fails to find the pages with a dot in their names and that "page1.dot"'s link to "page2.dot" is broken in the HTML export.
