Global users cannot receive a notification from a application that exists only on a subwiki

Imagine the blog application is not installed on the main wiki, but is installed on the wiki called "subwiki".

The global user cannot select the event "a blog post is published" in her settings because the event is not present in the list of choices.

This is because the RecordableEventDescriptor of the blog is not registered in the component manager of the main wiki.
