CKEditor fails to load when initializing a new wiki with default XAR import

Since there's no internet connect on my server, I downloaded the 9.0 default wiki XAR file and imported into the newly installed wiki instead of running distribution wizard.

The import is successful (no error occured) but the CKeditor framework cannot be loaded when editing any of the pages. And it seems that the tour application is not working too.
