Revamp RSS generation and add caching

    Description

      We need to revamp the RSS generation to use Rome to create the RSS feed and also include a cache for the RSS feed generated on XWiki or XWiki.com. The cache timing would be set to something like 30mn or 1h.

      Saving a document in the Wiki or a Blog could reset these caches optionnaly.
