XWiki Apps urls should be created in lowercases

Hello,

I'm using XWiki Enterprise as a website.
However I would like to have my urls in lowercases because this is a CMS "best practice" (see: http://blog.dashburst.com/url-permalink-seo-best-practices/).

I'm facing this issue especially with the Blog application. It appears that if I want to rename it as « blog », it will have some consequences if I want to maintain and upgrade the app later.

So the idea would be to change the rule concerning the naming of spaces and pages. Instead of Space.Page, I'm proposing space.page

I know this is a huge change to make but if we want to turn XWiki into a website that is definitely a must-have (IMO)
