Reorder the "Create a Page" menu steps in a more coherent way

    Description

      the order is not coherent and requires the mouse's user to go right left and then right again : 
      The Display should follow a logical path, ie : 
      1/ select the type of page (blank, template)
      2/ (or 3/) Select the location
      3/ (or 2/)Name the Page
      4/ Hit "Create"

      To decide between 2/ and 3 we should read some usability guidelines patterns.
