Allow configuring whether diffs are included in the mails or not

Not all users will want to receive diffs in email notifications. Note that we had this need already in the past for the Watchlist emails.

Maybe it's already possible through modifying the mail template but I believe it's a common need and we should have a simpler way through Admin UI configuration (ie the option should be in the default template).
