Add Extension Manager for empty wikis

It would be nice if on an empty wiki, you could use EM to install extensions and flavors, instead of having to find the right XAR that adds the EM feature.

In short, I believe that EM (at least some features of EM) should be present even in an empty wiki to bootstrap it.
