Blog publishing Notifications should not appear for the blogs published before setting the notification toggle to ON

STEPS TO REPRODUCE

Prerequisites: Blog Application must be installed.

1. Login as a simple user (e.g. U1), go to User Profile > Notifications and verify that both notification toggles for "A blog post is published" are set to OFF
2. Login as Admin
3. Create and publish a new blog post
4. Login as the user (e.g. U1)
5. Go to User Profile > Notifications and set both notification toggles for "A blog post is published" to ON
6. Refresh the page

EXPECTED RESULTS

No notifications appear as the Blog publishing event took place before the notification toggles were set to ON.

ACTUAL RESULTS

The notification about Blog publishing appears after page reloading, even if the event took place before turning ON the notification toggles.
