Allow to specify toolbar that show in wysiwyg toolbar

We create a prameter in xwiki.cfg

 xwiki.wysiwyg.toolbar=texttoolbar, listtoolbar, indenttoolbar, undotoolbar, titletoolbar, styletoolbar, horizontaltoolbar, attachmenttoolbar, macrostoolbar, suptoolbar, tabletoolbar, tablerowtoolbar, tablecoltoolbar, linktoolbar

user can choose toolbar that will show in wysiwyg toolbar
