Split XWiki's maven2 remote repository into 3: snapshots, releases and externals

This is required for our upcoming releases using maven2 and to allow us to sync our released artifacts to the Maven Central Repository.

The externals repository can contain both releases and snapshots for third party dependencies not found in public Maven remote repositories
