Created left/right global menus are not visible on subwikis

Steps to reproduce:

1. Log in as Admin
2. Click on Menu
3. Click on Add a new Entry
4. Add a title eg. NewEntry
5. Select Menu Display Location - "Inside a left Panel" or "Inside a Right Panel"
6. Select Menu Visibility Scope - Global
7. Click Save & View
8. Go to Administer Wiki > Look & Feel > Panels
9. Add the name of your new menu in the left/right Panel eg. Menu.NewEntry
10. Click on Save
11. Refresh the page
12. Log in as a simple user
13. Log back in with Admin
14. Create a new subwiki
15. Access it and go to Administer Wiki > Look & Feel > Panels
16. Add the name of your new menu in the left/right Panel eg. Menu.NewEntry
17. Click on Save
18. Refresh the page
19. Log in as a simple user

Expected results: As the Menu is of Type Global the left/right panels show on all wikies for all users.

Actual results: The left/right panels only show on the Main wiki for admin and simple user. In the subwiki it doesn't show at all.
