Copy action should check target location permission before enabling the copy button

    Description

      The idea is that right now users who are not logged in (for ex) will see the Copy action and after they select a target and click Copy they'll get an error (see XWIKI-14685).

      This is related to XWIKI-12931 too.

      Thus we should instead only make the Copy button actionable when the user has edit permission on the target space.
