Description
Right now we have a filter, enabled by default, that is an exclusive, user-based filter (to not show modifications done by superadmin).
I see no reason to not show this filter in the LT with other filters. Why would that filter be special? What's the rationale?
If it were in the filter LT it would be much simpler for user to understand why they won't get superadmin changes, and they could disable it for example if they want that. It's also simpler for having a global view of all filters that you have.
Incidentally it would also hide XWIKI-14709
