Implement a mailing plugin

Implement a mailing plugin to allow sending HTML mails based on XWiki Documents.
The goal is to call the plugin API passing the document has an argument, and the plugin to render the document content and use this rendering as email's body. Document attachment could also be retrieved to be sent as mail attachments.
One more possibility is to pass the plugin a velocity context, to have a custom context on the rendering.
