Cannot re-trigger events by modifying "Last notifier fire time" param

I would expect the same behaviour as Watchlist.

Example:
If you have an user that has Hourly notifications for Notifications and Watchlist, if there are events done in the meanwhile and you go to the Scheduler, you can manually trigger the mail to be sent.

The issue comes if you want to re-trigger those events one more time.
I am needing this feature in order to debug / test events mails.

For example, if you go to Scheduler.WatchListHourlyNotifier and modify the value of param "Last notifier fire time" to an earlier time, when you re-trigger the schedule, a new mail will be sent.

On the other hand, for Notifications, modifying that parameter and re-triggering, won't do anything.
Also, if there are new events, the mail will be sent on trigger, but the value of "Last notifier fire time" is not updated, keeping the manually set value.
