Create page action lists template providers for which the user doesn't have view right

Follow this steps to reproduce:

• restrict view right on the Templates space for some user
• login with that user and create a page

"Article", "Simple Page", etc. templates are still listed in the list of available page types.

The use case is this: I have an application whose entries can be created anywhere in the wiki and which should be used only by some group. For this I allow view right only for this particular group on the application (code) space and I expect the rest of the users to not see the application template in the create page action.
