Make it easier to replace FOP with a different XSL-FO renderer

We're using Apache FOP to render the XSL-FO to PDF during PDF export. It's probably the best open source implementation of a XSL-FO renderer but there are other implementations available (most of them paid) that we may want to try. It would be good to be able to replace FOP easily.
