Don't show notifications events for minor changes by default but allow to see them if need be

      Rationale:

      • Same as old AS: user shouldn't be swamped by not important changes
      • Also note that all programmatic changes that xwiki does in the background are done as minor edits

      Idea:

      • Provide a filter for this and have it configured so that by default minor events are not shown but allow user to turn if on to show minor events.
